Kellgren Senior Apartments will provide quality service-enriched housing for low-income seniors 62 and older. The approximately 1.71 acre project site is located in the northeastern area of the City of Petaluma. The general characteristic of the property’s surrounding area is residential with some commercial uses across North McDowell Blvd to the southwest. There are no existing roads or buildings on the site. There are no waterways, creeks or lakes on or near the site. However, two public utility easements for high-priority PG&E and storm drain lines run northeast-southwest through the center of the property. The placement of the buildings on the site reflects the need to avoid constructing structures on these easements. The site is improved with utilities including natural gas, cable TV, electrical, water, sewer and storm drain.

The site runs northwest to southeast between the neighborhood street Wood Sorrel Drive and highly trafficked four lane North McDowell Boulevard. In response to the bisection of the site by utility easements, the apartment buildings are located to the southeast of the easements, while the community building, community gardens, horseshoe pits and the majority of the parking are placed to the northwest.
The three apartment buildings house 12, 14, and 24 units, respectively. There are 49 one-bedroom apartments, approximately 620 square feet each, and one two-bedroom managers unit. The manager’s unit and a laundry room are located on the first floor of the easternmost building.
The three story apartment buildings form the three sides of a “triangle,” enclosing a courtyard. This substantially enclosed courtyard provides acoustical protection from street traffic and a sense of community and security for the residents. A continuous exterior balcony encircles the courtyard and connects the second and third floors of all the buildings. A hydraulic elevator, sized to accommodate a gurney, and three stairwells, provide access to the upper level balconies and units. The continuous balcony allows the residents to easily access all neighboring units around the perimeter of the building complex.
Funding alternatives will likely include low-income housing tax credits, tax-exempt bond financing, HUD 202 funding, California State HOME funds, and City of Petaluma Redevelopment funds. PEP Housing will apply for HUD 202 funding for 42 of the 1-bedroom units and one 2-bedroom manager’s unit. The balance of seven units will be non-PRAC units.
